He is, at the very least, really ugly in a dress (the real Obama would probably look better, to be fair). Toto is unlabeled, but one can assume that it's probably Biden. There aren't many alternatives.

In this pre-election cartoon by Rob Tornoe, the question is asked, Does the Palin Pick neuter Biden? on August 29, 2009.
Judging by the facts that Biden is not wearing a protective collar indicative of surgery, Obama does not look sympathetic over a possible nuts-removal surgery, and Palin and McCain did go on to lose the election fairly decisively, I suggest that the neutering did not happen. Perhaps Dr. Palin got confused and performed some sort of age-reversing procedure instead. This would explain how attack dog Biden reverted to puppy Biden at some point during the campaign and election.

The Economist's cartoonist here seems somewhat confused. That muzzle would not work on a human face. One wonders if the artist means to show that Biden is mostly human but transforms into a puppy at inopportune moments, or if this is another instance of the artist implying Biden engages in animal roleplay bondage.
Craig Ferguson thinks the Secret Service thinks Joe Biden is a puppy.

During the campaign and prior to it, Biden was seen as a full grown attack dog; currently, he is a puppy. This is some Benjamin Button's shit.
Please note: Evan Bayh also seems to be a puppy.
Right now, the dog and Joe Biden are working out who brings in the morning paper.
-David Letterman, April 13, 2009
The dog arrived just in time because Sasha and Malia were getting tired of throwing Frisbees at Joe Biden. He does catch it in his mouth. He's trainable.

At one point, the conversation turned to dogs. The veep loves 'em--especially the big breeds--and he is clearly enamored of his six-month-old German Shepherd, Champ, with whom he faithfully rises at 6 a.m. each day for a morning constitutional. Envisioning Champ and his master gamboling across the grounds of the Naval Observatory, one is struck by how much Biden himself resembles an overgrown pup: friendly, open, enthusiastic, a shade uncontrollable, and so damn happy.

All this change hasn't been easy. Change never is. So I've cut the tension by bringing a new friend to the White House. He's warm, he's cuddly, loyal, enthusiastic. You just have to keep him on a tight leash. Every once in a while he goes charging off in the wrong direction and gets himself into trouble. But enough about Joe Biden.
-President Obama, May 09, 2009
Michelle Obama's on the cover of Time magazine this week. She says she has dinner with a Barack and the kids every night, and then -- oh, it's so cute -- Joe Biden jumps up and tries to lick the plates.
