Is Barack Obama Somewhere Over the Rainbow?
He is, at the very least, really ugly in a dress (the real Obama would probably look better, to be fair). Toto is unlabeled, but one can assume that it's probably Biden. There aren't many alternatives.

A Curious Case
In this pre-election cartoon by Rob Tornoe, the question is asked, Does the Palin Pick neuter Biden? on August 29, 2009.
Judging by the facts that Biden is not wearing a protective collar indicative of surgery, Obama does not look sympathetic over a possible nuts-removal surgery, and Palin and McCain did go on to lose the election fairly decisively, I suggest that the neutering did not happen. Perhaps Dr. Palin got confused and performed some sort of age-reversing procedure instead. This would explain how attack dog Biden reverted to puppy Biden at some point during the campaign and election.
